Residence permit procedures

Having arrived in Türkiye, and after completing your university registration, the most important thing you need to do is to apply for a residence permit. After you fill out the application form at https://e-ikamet.goc.gov.tr/, you should go to Provincial Directorate of Migration Management on the day and hour of the appointment or to deliver paperwork from your university's international student office. You will be able to carry out all formal transactions as long as you stay in Türkiye with your residence card and foreign identification (YU) number you receive after your application.

If your residence card does not expire, it can be used while entering or leaving Türkiye, and thus you do not need to get a new visa. It is important that you renew your residence permit before the validity period expires.

You are exempt from residence application fee as a student, you are only required to pay the card fee.

** In order to facilitate address change and registration procedures for foreigners, the “Address Change and Registration Notification of Foreigners (Unoccupied Residence)” service has been put into use via the e-Government Gateway (https://www.turkiye.gov.tr/) Within the scope of this service, “unoccupied” residences which do not require consent can be accessed, and address change and registration transactions can be carried out together. Additionally, “Main Applicants” will be able to register their and their connected applications’ (family members’) addresses at once, without requiring consent with the option of “I will make an address notification for me and my connected applications.”

Under the directives of our Presidency, it is imperative to update your address information promptly. International students are required to register and apply to the provincial directorate of migration management within 20 working days to ensure compliance. Failure to do so may result in the cancellation of your residence permit.

Documents Required for Address Registration:

  • Address Notification for Vacant Address: A title deed or a notarized rental contract in the name of the foreigner, along with one of the official documents (e.g., electricity/water/natural gas/fixed telephone bill) issued for that address in the foreigner’s name, is necessary.

  • Address Notification based on Co-Residence: Both the owner of the residence and the current resident must jointly visit the Provincial Directorate of Migration Management. They must submit an address notification with mutual consent. The consenting party is required to provide proof of registration in the address registration system, as well as an official document (e.g., electricity/water/natural gas/fixed telephone bill) issued for that address in their name.

It is crucial to adhere to these guidelines for a seamless residency process. For any further inquiries or assistance, please do not hesitate to contact.

Insurance Information

People who come to Türkiye as international students are required to have health insurance during their official residence. There are two types of health insurance. If you want, you can go to any private health insurance agency and make use of policies tailored for foreigners. Keep in mind that the coverage of these policies is limited and is only valid in hospitals where the insurance company is contracted!

Renewal of your private or general health insurance every year is both a legal necessity and will save you from paying the treatment fee for an unexpected health problem.

Accommodation

International students have a variety of options to meet their accommodation needs throughout their educational life in Türkiye. Students can stay in university dormitories located within the campuses at various points in the city, in private dormitories, or in the apartments they rent in the city.

University Dormitories

Almost all of the university dormitories in Türkiye are separate for male and female students. Although the number of students staying in the rooms is variable, prices may increase or decrease usually depending on the number of people staying in the room.

In the room and common areas, every furniture that a student may need is available for students. Dormitories have wired / wireless Internet access available to all students. Some dormitories have their own cafeteria and usually serve breakfast and dinner here. Communal areas such as TV room, study room and kitchen/ laundry are also available for students.

Fees of the university dormitories vary according to each university and physical characteristics of the room being accommodated. The average fee per person based on 2023 rates vary between $3000 - $ 10000 per year (2 installments). You can obtain the most reliable and up-to-date information on this subject by visiting the university's web page.

Renting a House

Another accommodation option for international students is to rent a house. Especially in neighborhoods close to universities, many students rent a house with a few friends. You will have a lot of rental home options in Turkey which is rapidly developing in terms of housing quality and number. Of course, prices vary from city to city and according to the location and characteristics of the house. However, regardless of your budget, you can be sure that you will find a suitable home in the city you go to.

The houses in Türkiye are usually in the form of an apartment. These apartments have a large living room as well as 1 - 4 additional bedrooms. Most of the houses have a balcony. Kitchen is located as a separate part of the house. Heating of the houses is provided by a central system or a combi boiler. Based on the average rental rates per square meter of some districts in Istanbul, the average rental rates of a 70 square meter apartment can cost between $400 - $800 per month.
